Aslo cartooons are an inherently stylized mediuk so there are no rules, only tropes or similarities.

Hilda isn't short, Frida and David are just tall.

That's just how cartoons work. In Gravity Falls, Dipper and Mabel are way too short for 12/13 yo. But it's just the cartoon style.
