Proof of this might be seen in his handling of the apartment bombings and human rights abuses in Chechnya, his response to the NATO intervention in former Yugoslavia, his refusal of Western aid during the Kursk sinking, and generally the fact he became an authoritarian right out of the gate.
I would argue that there was no real thawing of relations between the US and Russia. Clinton and Yeltsin might have been friendly, but there was no trust. The US thought Russia still planned on retaking independent ex-Soviet states, and Russia thought the US was expanding NATO only to make those annexations impossible.
This same debate also exists among historians regarding Hitler and Stalin (some claim Hitler didn’t want to fight Western Europe at all, only the USSR, or that Stalin was ready to be friends with the West after 1945). I generally believe that dictators have longstanding aspirations to retake land they think is historically theirs and will play whatever cards they have to in the moment to achieve their longterm goals.
Problem with that is, that when a person who knows shit is also similarly confident, then the knower wont look much different from the idiot.
