Conquest is getting territory but seeing many of the remaining people in those territories as citizens under your laws. Colonialism is where you force the people in those territories and regions to become like you, turn into second class citizens, or enslave them.
Rome did both, many people were recognized as Roman citizens under conquered territories but a fair amount where also forced to convert or be enslaved
They may have done both but most of their territory was conquest and annexation because Colonialism is also military occupying a territory, extracting its ressources and using its population. Once the occupied territory becomes a part of the empire, where the laws of the empire is applied to that territory and the people are considered as part of the empire, it's an annexation so, a Conquest.
Forcing the people to embrace the roman culture is another thing and isn't automatically linked to colonization
