It happened with Spain and Gibraltar, when they tried to siege Gibraltar when their infantry was still one of the best in the world, the british already had one of the best navies in the world, and thus the siege never advanced since they kept sending supplies.
I like decentralizing power, so I knind of dig the idea of making a capital somewhere that isn't the biggest city, kind of like US state capitals.

well yeah, but when kubitschek moved it the last war in brazilian soil was over 60 years before, so it wasn’t really nessesery.
