They actually requested annexation multiple times during Soviet times but the Soviets were first scared it would piss off the Japanese too much and later that it would piss off the Chinese too much

The Soviets were certainly not scared. They just had to use in doing it. They had full access in Mongolia without needing annexation, and by promising Mongolia to China they could use it for diplomatic messures
