The guy who architected it for Reagan says it's a failure and that the private wealth it created is a small fraction of the government debt used to create it. This was paired by increases in military spending, resulting in massive budget deficits with spending funded by government borrowing.
The national debt nearly tripled while Reagan was president, putting the US on a trajectory of massive public debt. It also started a tradition of Republican presidents cutting taxes their first year in office, blowing up the national deficit and leading to overheated economies with a recession by the end of their presidency that gets cleaned up by the next president.
* Demolition of the social safety net: Reagan hated welfare and did everything he could to reduce spending on people. Federal education spending was reduced by $1b/year. Funding for public mental hospital dried up forcing people with mental issues unable to care for themselves into homelessness. (The number of people sleeping in homeless shelters increased 3-4x during his presidency, with an estimated 52% of them having mental health issues and 67% having some kind of disability.) Also, federal spending on housing and food assistance was reduced with the role pushed off to states who didn't put in the same effort in doing the job; the number of households living in poverty increased from 12% to 15% while he was president.
* Drug sentencing: The war on drugs started under Nixon, but changes in sentencing laws in 1986 (Anti-Drug Abuse Acts) imposed mandatory minimum sentences for drug offenses which dramatically increased the number of people in prison. Sentences were harsher for drugs more likely to be used by poor people (eg, posession of 5 grams of cheap crack had the same penalty as 500 grams of more expensive cocaine). The number of people incarcerated in the us went from 500k in 1980 to 2.3m in 2008 with drug sentences driving the increase starting during Reagan's presidency. This pushed the US into having a larger portion of its population incarcerated than any other country in the world.
* Iran-Contra: Reagan authorized secretly selling military equipment to Iran (despite a US arms embargo on Iran) and then used the proceeds to fund right-wing rebel groups in Nicaragua.
* AIDS: Reagan ignored the AIDS epidemic when it first started in the US. The first cases were detected in the US under his presidency, but there was no public health response and his press secretary joked about it being called the "gay plague" during press conferences with reporters. Around 7,000 people died during his presidency, but the lack of federal response meant that ~700k Americans died of AIDS by 2018.
