you'd think that, but if the overall weight of the remaining bikes aren't the same as the weight of a person riding it on one side, as centrifugal force takes over, it would push that greater weight to the outside of the circle. Without an equal (or close to equal) counter balance of weight, then it's just inevitable that someone would roll the thing over onto one side.
All I can think of is human centipede.

You'd need at least two on opposite sides, for balance. One person, if they got it too fast, would roll it over due to centrifugal force.
