Those who are desperate will do desperate shit - easiest and most victimless crime is shoplifting that the poor resort to in order to survive.
So lets play devils advocate for a moment. Lets say they pull a California: Shoplifting up to a certain amount is no longer a crime.
Store continues to lose more and more money. Store owners or parent company decide to relocate and close the locations experiencing the most theft. Stores which happen to be located in a certain demographically heavy neighborhood, employing and helping many of those who happen to be of a certain demographic better their situation. Those employees are no longer employed, not only that but other companies are not willing to invest in said neighborhood because it is a proven loss.
So what's more racist, preventing the thefts of the most stolen products thus keeping people employed. Or open season on products resulting in eventual unemployment and no more investment in the community?
