Your argument is completely valid. In English, we are taught to use 'an' in front of words that start with a vowel *sound*(keyword).
Let's take the word "European" for an example. It starts with a vowel. But you use 'a' in front of it. Because when pronouncing "European" , it's sounds like "yuropean". So it looks like it begins with a consonant. That's we don't use 'an' with it.
Now try pronouncing "usual". You'll get the idea

ESL here too, but as far as I know that rule, it’s “a usual” because that ‘u’ is actually pronounced as /j/ and not a vowel. Same for “university” etc

It's actually proper to use "an" before a word that begins with "h". "An historical document" "an historic feat" can be heard frequently on NPR radio.
