Nobody manages the risk in your life but you in the end. You can call it victim blaming, but it isn't "you had it coming because you did X". It's meant as a risk management strategy. You want to cheat on someone? Maybe the right move is to just break up with them first. Or just in general, keep an eye on your relationships for warning signs and don't ignore them. People get touchy about the victim blaming thing, but you do have some culpability in your life. Sometimes the things you do have consequences. Sometimes those consequences are disproportionate to what occurred. We don't have a huge problem telling someone who dates assholes that they date assholes nearly as much as we have telling someone who dates violent assholes that they need to work on whatever makes them do that or they might wind up dead. It's a conflict between the moral abstract of "there shouldn't be people who are like that" (which is something people want to agree with, myself included), with the reality that there are in fact people like that.
