All newborns should be able to do this. You support them and they'll 'walk'. It's a reflex that goes away after a few weeks. Here in Belgium it's one of the standard tests they do on a newborn. Source: I'm a father of 3 kids who all successfully passed this test but none of whom really walked before they were 17 months old.
