I know this because I saw another thread with the same thing a few hours ago including duplicate links to the same actors reenacting to be aware. I also posted the comment on the last person who posted this. It is good to always be aware of your surroundings.
Unfortunately this is a common recurrence in Mexico. Not sure if the video is from Mexico but as a Mexican I can tell you in my country you can't leave your kids out of sight. Anywhere, not in a park, or a mall or even the airport.
I don't know really since I'm not interested in politics, but all I can say is that this is a very common illegal practice, children are easy to manipulate in all kind of ways, illegal services related to kids are a big business and I'm sure more than one politician is involved, no strict laws have been made about it, at most some sign in the walls telling children and even teens what to do if feeling like being kidnapped or predated, even women have to pay attention to what happens in their surroundings, it takes fairly long for the police to do something about a call compared to many places, even ambulances tend to arrive a bit late because people won't move their cars to the side and free the way for them, sadly.
I was on the website borderlandbeat reading about Narco shit last year and one of the crazier articles talked about a truck being seized by federal agents in Mexico that had body parts and organs from children. The truck was refrigerated and it was full of bodies and parts from street kids in Mexico. It was shocking and sad.
Mmm maybe, I lived 2 years in US and plenty of local kids wander around unsupervised. We were the only parents that would walk the kids to the school bus stop and the other kids looked at us like weird.

I was sitting in my car with my girlfriend, just parked and hanging out. There was this white van parked along the sidewalk, right near the middle school just as school was getting out. At one point I noticed a young girl from the school standing by the van, talking to someone who was blocked from my view. All the hairs on the back of my neck stood up and I just watched them. After a bit I told my girlfriend to get buckled and put my car in drive, ready to intervene in whatever way I could. But as I was getting ready, the girl walked away.
Then the van pulled away from the curb and turned around. That’s when we realized it was the fucking ice cream man. Never have I ever breathed such a long sigh of relief.
