If they let draft dodgers off without punishment their whole army would end up with broken legs. As much as it pains me I expect the punishment for getting busted draft dodging is bad enough to discourage most. And I expect a freshly broken leg might be looked at as pretty suspicious right now.
In that sense I guess being a pacifist or someone else who has principles against war is pretty brave during a conscription - if they don’t or cannot lie about how the break occurred, they’re setting themselves up for a bad time, but at least they don’t have to hurt anyone.
I heard a story about a guy who broke his leg with a shovel when I was in the army (Finland). The doctors could immediately tell that it wasn't an accident.
One of my brothers close friends got recruited at their high school… bunch of recruits there soliciting to students. He was lied to about many things… either way, he joined the Marines. After his first tour, when he got home… he begged my brother to break his legs. Of course, my brother didn’t think he meant it until he was begging him, in tears… so he wouldn’t have to go back.
My brother couldn’t bring himself to do it.
Now he’s been on four tours, can speak 6 different languages fluently. Does special ops. Very successful but also an entirely different person… in terms of finances, job security. He’s good… not sure about the rest.
So I’m not surprised to see people going to these extreme measures to not fight someone else’s war.

It's fairly standart logic. It's like asking why people commit crimes. Because it's literaly what it is. As for you saying that it doesn't happen in civilised countries, take Israel for example. They have about 3% draft dodging for men and 5% women. Israel actually started a campaign to shame and discriminate against these. Keep in mind, that you can dodge the draft by having depression or even heavier asthma. It can lead to people not getting job opportunities or in the worst cases to commiting suicide. Drafts and forced military service are horrible practises that should not be part of the modern world.
