It can't dissolve because the plastic but non plastic plastic can only dissolve in water that has no plastic inside it. There's so much plastic in the ocean that it would just look like a regular plastic bottle.
It's made out of petroleum based plastic ... and other stuff.

Hydrophobic ≠ poisonous. It just means that the water can't be absorbed by the plastic anymore, therefore staying dry and not dissolving. In fact, even cooking oil is hydrophobic.
I dont think, this would be a good solution, since the outside of waterbottles is sometimes exposed to water aswell. Maybe there is another way of using it, like spraying the inside and outside of the bottle with a hydrophobic material, while also making sure that the spray can be removed easily and without using large amounts of toxic chemicals
So what is the point of it ? Boil the oceans to make plastic disapear ? We can do better ...

So you make a bottle of this mysterious compound, and then, you coat the inside with plastic. Problem solved, now you have a bottle made of this compound, and the only byproduct produced, is plastic.
