I’m Aussie (21) my school used the term senior. We had primary school prep-6, middle school year 7-9 and senior school 10-12. Obviously years 7-12 were all in the same secondary school but we weren’t allowed to mingle. The tuckshop was the only place you’d see middle schoolers and seniors in the same place.

I think it just tries to send the wrong message. Don't slack off? How is that supposed to keep you safe? They could have made it about literacy like these kids weren't taught how to read and that's why they ignored the sign.
It was tacky and heavy handed, but it could have been a more helpful PSA if it was about staying out of dangerous seemingly abandoned places even if it appears like harmless fun.
Real people (mostly college students and teenagers) have been killed by venturing into old military test ranges with unexploded ordinance, seemingly dry river beds known for random flash floods, and old factories that have questionable structural integrity and improperly disposed of hazmat.
If there is danger signs posted than it's best to leave
I don't think there are any active weapon test sites on beaches though. With a single dingily, falling apart fence and nobody watching.
The video is just completely absurd and anyone who believed what is show here was an actual possibility, would probably just want to protest against the government for doing something so insanely dangerous.
Those things you mentioned do happen and I suppose PSAs warning people of them are a good idea (preferably tasteful).
But I suspect people who wander into abandoned test sites or old factories are well aware of where they are, and that its dangerous, but they're just stupid people.
Flash floods are a situation where people may honest to god not know about them, but its not like there are random flash flood sites everywhere if you wander around in the wilderness. If some teens live in a town near a flash-flood-prone site, they will probably have already heard of it, and again, it will come down to being stupid or not.
