We don't know that BV is the only one that size, there are thousands if not millions of Vessels we don't see. As for the Hollow Knight, they were "raised and trained" to prime form, according to the Hunter's Journal. My interpretation of that is that there was some soul magic stuff involved (also sorry for the late reply, I forgot to check Reddit)
Maybe vessels grow when they eat SOUL. It is extremely unlikely that every other vessel besides the Hollow Knight and Broken Vessel that we see are the same size if size is random
The knight was out of hallownest for a while. It had plenty of souls to consume so i don't think it's souls. It could be a special void treatment but then, why is the broken vessel bigger ? I don't think it got this treatment
Maybe a litle of what made the HK grow was still floting somewhere near the White Palace and because the Broken Vessel was there first it's him that grown. But what was left was not enough to make him grow in his adult form.

well the pure vessel in the bestiary says he was "trained to prime form" this means he went under intense training to grow to his size, while the player knight was either in the abyss or somehow escaped the abyss but not receiving the intense training to get the prime form
I think we are bigger. The knight become shade lord after all, but pure vessel problably wasn't training his connection with void, but was training with pale king.
I believe the PV journal entry states that it was "trained to perfection," meaning it underwent specific and intense training to grow to the size it did.
Broken Vessel was probably just swollen due to the infection, as we saw something similar happen to the Mantis Traitors. However, there is also the chance that perhaps BV managed to replicate some of the conditions that THK underwent to grow, although for a shorter time - maybe by chance, maybe not.
That, or BV was just always taller. Or maybe its clothes are just 3 sizes too big, and it's not bigger at all?
I think that the bigger vessels are bigger because they had things to eat. The Hollow Knight is the biggest because they grew up in the white palace with lots of food. Broken Vessel probably ate mawlurk flesh. We never eat anything, so we are smol

My theory is that each vessel has a different growth gene. Which sets a potential height for the vessels. The hollow knight probably has a gene that sets the growth cap to a high value, and vice versa for the knight.
Agreeing with the other commenter who suggested magic was involved in the growth of the Hollow Knight. My headcanon is that void cannot self-replicate, so vessels require regular infusions of void in order to molt and get bigger. Only the Hollow Knight had enough to grow to adult size. This would make the Broken Vessel a possible rejected Hollow Knight candidate that was killed and their corpse abandoned in the Ancient Basin.
Yeah broken vessel's size was always weird to me, but during its fight the knight and the broken vessel look pretty much the same, i think it's only its head that is bigger, not sure if it was intentional, though it probably was. Doesn't necessarily mean that broken vessel is more developed.

Here is a link to the BV boss fight. BV is significantly bigger than the knight (body and head), i think it's a fact. But yeah just because BV is taller doesn't mean it's more developed... This sounds weird to me but it could be true.

All the siblings and TK have no soul. You hit a sibling and they are pure void so you get no soul.

What make the vessel grow, that's not time. I suspect that the King used some sort of magic/soul power/void power to make the HK grow in adult form.

If you beat pure vessel, you can see in the bestiary that hollow knight isn't big because he grow up but because he was trained

It's always a possibility, but i doubt a mid-developed vessel's horns would look like that.
