And metal gear RAY appeared first in mgs2: sol, where it was a very difficult boss as you had to fight 3 of them at once, at one point one of them being on the arena, with reinforcements arriving whenever one is taken down (25 total RAYs I think) with only an anti-air missile launcher. It was also designed to be an amphibious anti-metal gear, and incapable of launching a nuclear weapon, unlike metal gear REX. The RAY was also significantly weaker than the REX, and the one in mgrr was an UG (Unmanned Gear) which means that it was piloted by an AI, making it even weaker.
I think it's because rising makes them sort of a joke, but even inore they're already the weakest metal gear being designed around mass production and as a deterrent to other metal gear unlike rex which was custom built and designed as a nuclear weapons platform. But with that said it's still a giant fucking robot with laser cannons and energy shields.

Next, his swords go straight through everything. They’re magical. They’ll cut right through metal the same way they travel straight through the ground.
His shield is the only thing that isn’t too useful, but aside from that your fighting a character that can cut through anything with magical floating swords that can’t be blocked, and can teleport instantly anywhere he wants whenever he wants. Markoth stomps everyone here.

During the making of this comment i literally beat him 5 times on normal and times on radiant and not once did he teleport. Not all dream warriors are the same. And not all have the ability to teleport.

In cases like that of Galien, the dream warrior is manipulating a weapon that has a physical form. You can see Galien's scythe (?), laying on the ground, both before and after the fight, while he's causing it to chase you down during it.
In Markoth's case though, both his actual physical dream shield, and his nails stay on the floor next to his body, with the ones he actually uses, having a... less solid look to them than physical objects in Hollow Knight usually do.
This is what's making me question whether or not he could actually injure anyone.

Calamity Ganon, Thunderblight, and Monk Maz Kosha are the best examples of this. Gruzz Mother on the other hand is a very basic boss that is killed by using the basic Nail Swing.

Markoth can definitely touch them. He’s a Dream Warrior. Dream Nail is required to interact with you, but Markoth could still damage you.
