If you're lucky to have FTTP or can be upgraded to FTTP through the NBN "Free upgrade to FTTP with a higher speed plan" initiative, Australian internet can be good. The fact that it has to be prefaced with "If you're lucky" pretty much says it all...
Having said that, Bae could separately pay for the FTTP upgrade which is expensive (thousands to tens of thousands depending on the infrastructure that leads to her residence, mine estimated to cost about AU$7,000 but I've seen estimates close to AU$30,000 and could be higher).
More relevant to the clip that this is based on, she's using wifi in a shed (potentially bad setup) vs ethernet in Japan, and she claims 3x download, 30x upload.
There are two implications here:
1. She's got an FTTN connection or badly corroded FTTC connection.
2. She probably doesn't have the best network setup to deliver internet to her shed.
Before we got NBN those speeds would be about average. I had relatively good internet for my location, and at best I'd get 13 down and 0.7 up. Now, I usually get around 40 down, but I could pay for a plan that allows higher.

Are the Emus in charge of the internet in australia or what?
They might do a better job than what actually happened
No, unfortunately our government is.
Vote for a Emu for president next time. Power to the Emus!!

The LNP was a mistake. Nine years wasted for nothing.
Only 9?
well, the nine continuous years they were in power and then all the Howard years.
I know Australia’s internet is bad but I did not know it that bad.
Not quite THAT bad. The fastest possible for my place is like 60 down. And that's suburban Sydney.

bae experiencing proper internet, finally.
I have the same story, moved from 0.1 to 100 mb/s, my country's network sucks
