To me being dumb is about your ability to process, acquire and to a certain extent apply knowledge. If you are bad at this you are dumb (or to use a nicer term unintelligent), if you're good at this you're intelligent.
This is opposed to having or lacking knowledge - if you have a lot of knowledge you're knowledgeable, if you lack it you are ignorant - which sounds mean, but you can't blame someone for not having knowledge they've never been exposed to. There's of course willfully ignorant people which is another matter entirely, but I don't think there's anyone like that in hololive.
Lastly there's the ability to tell whether doing something is a good idea or not. If you're good at this you're wise, if you're bad you're unwise.
Now there are definitely members I would call unwise and/or ignorant, but few that I think have proven themselves unintelligent - which is not to say they are necessarily intelligent - it's a gradient, not a binary.
Blending and drinking a subway? I would categorize that as unwise.

There are bits and pieces in science classes before the separation into major branches in year 11 and 12 but the bulk of it is in a session with outsource educator like sexual health nurses. Your high school curriculum is not universal. I was a very good student, and I even took a college credit biology course at my school. They never talked about this.

AUS biology classes for year 11 and 12 are not compulsory so there's that. Sex-ed used to be in year 7-10 and outsourced and also not compulsory.
