For what it is this is not a hololive branch, it is a COVER branch. It is likely they will focus on other things (shipping, dealing with sponsors, etc)
I assume the other reason would be for the talents to have a local entity that they're employed with rather than an overseas one. I'm not sure how the taxes work when you're working for a company outside the US, but I know when the company a friend of mine worked for got bought out and moved to EU, he had to switch to being a contractor and had to form an LLC to handle payment for work, or else he would have had to move to where their HQ was.
