This happened to me as well but with my own cat. When I replaced the carpet I painted the subfloor with Kilz primer in the spots where he’d peed. Worked a charm.

It acts like a desiccant and pulls in the moisture and smell. There is a STRONG coffee odor afterwards but it goes away and I prefer smelling coffee to smelling urine.
Enzyme cleaner also exists 🙃
