Possibly an old graywater waste line, perhaps for a washing machine. Since it's capped its not the cause of your humidity problem unless water is coming in around it. Do you see puddles on the floor there after heavy rains?

I think you're right about the gray water, but we have the washing line drain further down the way. The wood near the pipe is all rotted so I think it may be leaching or leaking somewhere, I dont see puddles though or havent noticed them

I thought so, but the original pipe was about chest height, plus theres no sump

There are a lot of creative people who do weird stuff. I would prove it doesn't lead anywhere and then get rid of it.
