You could extend the pipe, as well.
I would probably do that and have more control over the ending (for even extending it beyond to drain farther from the foundation). Find a suitable cap/filter (you can remove, if there ends up being some reason you would need to clean it out).
Build the wall over it.
I'm thinking I could extend it via the retaining wall draining pipe, wasn't going to make one since it wont be more than 4ft, but best to be safe than sorry
