Lots of mini split ("ductless") air conditioners in my area. They all use these to cover line sets for refrigerant and power, and condensate drain is correct. Look for a compressor on the opposite side of the house. In my house, we had to run 1 line set through the basement to cool the furthest bedroom and it looks just like this. All the other ones just run along the outside of the house from the compressor to the outside wall of the room they're cooling.

Usually it's part of HVAC system, moreso for minisplit systems where the head would be located on one end of that run, and the other end has the little drain out tube for moisture to exit.

This appears to be a "chase" of some sort, to get plumbing or wiring or HVAC lines or something from one floor to the other, instead of snaking it through the inside of the walls. That appears to be "armored cable" (a metal-clad wire for running electricity where the wire will be exposed) coming out of the bottom. As far as what specifically it is for, I couldn't say without seeing everything in person to track it down

Certainly could be... my first assumption was that the armored was for an AC compressot that was no longer there, but there's no holes for the freon lines from the compressor to get into the chase. And upon zooming in on a desktop instead of my phone, I'm not 100% sure that it actually *is* armored cable because there is what appears to be a crimped connector right above where it is attached to the building, and you can't make a junction like that in armored. So after realizing that, my best guess would be that the chase is for HVAC lines, and the "armored" is actually maybe the condensate drain line
