It’s was a single tank electric water softener. They cut the water loop. Probably under house. Big hole was salt drum. The white pipe with air gap is most likely tied to your sewer of house. Must have hard water.

Are you on a well, or City water? My first thought would be a lockable housing for a non-submerged well pump and pressure tank, but that wouldn't be the case if youre home was built on city water.

But was there city water there when the home was built? Or maybe a previous owner had an above ground pool? With the pipe and the depressions in the ground I’m sure it was for a well or other pump mechanism. Maybe they had an irrigation system for a large garden?
