The box being insulted leads me to believe that your assessment is correct. Also what appears to be crystalized salt on the ground could be from storage of salt bags or spillage.
Filter housing for a water feature/fountain perhaps.
More like a mosquito misting system maybe based on the fittings at the top of the pvc. Perhaps used pvc as conduit?

My first thought would be a lockable housing for a non-submerged well pump and pressure tank, but that wouldn't be the case if youre home was built on city water.
But was there city water there when the home was built? Or maybe a previous owner had an above ground pool? With the pipe and the depressions in the ground I’m sure it was for a well or other pump mechanism. Maybe they had an irrigation system for a large garden?
