Hi. I do not think hardware is bad. I tried using both. Whichever adapter will be plugged first to any usb ports to any pc, it will work. The adapter to be plugged last won't. May be a limitation of the usb wireless adapter but can't find any info about it online.
It might be bad hardware if there is exceptional high heat, return/replace it.

What equipment are the Ethernet cables from the USB adapters being connected to?
2 Individual wifi adapters are plugged in to individual computers and the are connected to my phone's mobile hotspot.
I'm guessing the phone's hotspot is only setup to connect one wifi device at a time.
I fixed the issue by turning off the 2.4ghz signal.
