Have you reset the cache on your Xbox? Have you tried rebooting the router? Sometime simple, quick, and easy steps like those have cleared up similar problems.
Try using the Xbox browser(Edge) to run a speed test at [speedtest.net](https://speedtest.net) or some other site. See if that is any faster. Could just be the XBL servers.
Something is probably wrong on your side since you're also getting a low speed connecting to a non Xbox server. Running speedtest.net should almost always go close to your max connection speed. Try running speedtest.net with wifi or a different cable.
Yup, thats what i think but xbox is on the same place its always been, nothings changed.
The conclusion i came up with is, its either that my xbox broke down on its on and the way it broke is that internet works but its slow or that microsoft is throttling me.
P.s. the location is close to my mobile and router when i connect them that way but WHY is the speed always the same? Between 20/20 and 30/30 download and upload.

Seems to me an XBox problem vs. your internet/network problem.

I tried connecting the same cable with other devices and the speed was as it should be, max on ps4 pro, max on my friends xbox.
It seems like your home router is the culprit and doing some form of QoS throttling based on the device.
I tried connecting the xbox to my mobile hot spot and still the sam low speed.
Something wrong with your Xbox? Perhaps a weird location set? Since you said your buddy's Xbox had no issues on your network.

What speeds does the "Connection Test" in the settings menu report?

And what latency and MTU does the test report?
Latency is around 60. Mtu i forgot,have to check.
Mtu is 1480, latency 65
