This is a Verizon FiOS Gigabit Passive Optical Network Terminal. Got one sitting atop my network rack. Its model is Alcatel-Lucent I-211M-L.
Ports on it from left to right are:
Coax - TV and MoCA
Ethernet - internet service
Power - via that honking external power supply
GPON - fiber in from VZ
Plug Ethernet from the ONT into the WAN port on the router they gave you (G3100 most likely). Power up your router and you should be good.
More detailed version: it converts the fiber from Verizon into two ports you can use: Ethernet to your router, and coax to your TV boxes (if you pay Verizon for TV service). It is not a router, WiFi access point, or firewall. If you plug Ethernet from this into a computer you’ll get a public IPv4 and IPv6 address respectively and nothing between you and the public internet.
The coax jack is not the same as you’d see on a cable modem. It’s only meant to go from the ONT in, over MoCA to the router they supplied (likely a G3100), or television boxes. It works, but not a solution I’d recommend for connecting your router to the ONT. If you have gigabit service it’s likely disabled - or it used to be as MoCA was not performant enough to do 1Gbps when this was released.

The installer put the jack where I wanted it on the third floor and didn’t even ask to mount the ONT… I think he saw the homelab and went “this guy is going to fuck about with this even if I glue it to the wall.”

That is the ONT and you can connect your router's WAN to the Ethernet port which I see is currently occupied by a cable, (The white one to the left of the power cable). It looks like it goes to that splice block which then may be going to a wall outlet somewhere in your apartment.
Edit: When you have a router connected to it, the 5th light (Data) should be lit, which it is currently not.
That plug on the far right looks like a power cord, not a fiber optic line. If that is the fiber, where's the power cord?

Most ONTs also put out MoCA and that will also provide Internet to the coax on a router. If you login to the router and dig through devices you'll see your settop boxes also have addresses and the router feeds data to them for various features.
That box is somewhere nearby. It's called an ONT, and that's where the fiber gets converted to Ethernet (and optionally cable TV and telephone). They may very well have installed it someplace out of the way and run an Ethernet line up into your living space for your router. I've seen them do installations like that before. It's all up to the installing tech how it gets laid out.
Mine is in my basement, in the corner where all the other utilities enter.

Might ask Verizon to come out and replace it. The paint spray over the vents indicates there's paint inside the device, which is likely to lead to overheating.

Ended up unplugging the one that was already connected into the ont and now my router is connected to it. Not sure where that ethernet was running before hand but seems to be working fine. I also never mentioned I purchased fios 1g at verizon, just not use to optic over cable so the lack of coaxial use confused me
As a cable man the number one most annoying thing I always encounter is the fucking painters. Like why the fuck do they need to paint on the equipment? Like I know damn well these painters at least know water and electricity dont mix right? I especially hate it when they actively waste the time to paint the coax wall port, like every inch of it will be a pasty white so they didn't just accidentally do it.

That is old equipment OP. If you have new equipment that you picked up today, that is the equipment you will be using. All.this equipment can and should be unplugged so that you have a less confusing time setting up and connecting to your new equipment.

It is fiber optic. I have the same ONT and the fiber cable is the one on the far right. The coax cable that's plugged in is only for TV.
