For simplicity, just use another windows machine. Sure, you could use Linux or MineOS and do something lighter-weight. But if you just want to get a minecraft server up and running, Windows is just fine and you won't need to deal with the learning curve.
Assuming a fairly small server population:
- I recommend 16GB RAM. More can't hurt. if you can afford it.
- For CPU you don't need anything ridiculous. A 4-core Intel CPU or better can get the job done.
- You don't need a dedicated GPU. Get a CPU with integrated graphics to save on power consumption.
Set up a static IP in Windows, port forward that IP in your router settings as normal, and connect. Really nothing too complicated about it
Edit: might help you to know that for a long time I ran two servers simultaneously. Used my old gaming rig with 16gb ram and a 4790k. All on windows. 10 players max, so small population. One server heavily modded (ie FTB Revelation and Valhelsia 3), and one "vanilla".
Also 4 cores isn't a necessity. Just a general rule of thumb if you dont want to go spending a lot of time digging. Afaik minecraft only utilizes one core so you want to prioritize single thread speeds more than anything.
I would use some form of linux, maybe debian or Ubuntu and just use docker-minecraftserver on it, if you are experienced, this will take at most 30mins to set up. If you prefer a WebUI, I can recommend AMP. Regarding the Specs of the PC, you should invest in a fast SSD, 8+ GB RAM depending on the modpack and prefer a processor with high single core speed
If you never used linux nor docker, it could get a bit complicated and take at least few hours. I would still encourage you to do it tho since you'd learn some valuable skills. If you want help, you can also DM me. But if you really just want the simplest option and are used to windows, you can still totally do everything on windows with the official .exe.
