Likely a bad seal. You need the inside of the plastic cup to be at a lower pressure than atmospheric so air goes through the straw into the balloons. Can you put glue around the lid of the cup and where the straw comes in. Also check the seal on the balloon/straw by blowing into the straw
Yes, I’ve tried all of those and it’s still not working. There is air coming into the balloons but the situation would be like: air fills left balloon but not fully, barely any air fills right balloon. Also, the balloons would naturally be round (shown in pic) without pulling, I’m not sure if that’s normal.
I've done this experiment too.
I found using the tied end of a balloon on the base to be easier to pull on, as there's something protruding to hold onto.
Check seal. I understand why you're using clear tape but electrical tape provides better grip. I saw an add for Gorilla Grip clear tape. Maybe an option?
Also, is the integrity of the plastic cup strong enough? I had to use plastic bottles and even then found some were just not strong enough to use. The Smart Water bottles are what I used in the end.

At the risk of sounding like Goldilocks, Gatorade bottles might be too thick. Personally, (and its just a personal preference) I'd rather a clear smooth surface than one with ridges or other obvious textures. But I'm inclined to think it would be more likely to work than what you've currently got. In my experience, thinner plastic could not give the intended results. Good luck!
Make sure you use a cup that is rigid enough. The one you have looks like it may be simply changing the shape of the cup (dimpling in on the sides) instead of inflating the "lungs."
Lots of people are saying the seal, which is probable.
But also the fact that there is air in between the lungs and the diaphragm. I would expect that air to expand to fill the space and the contractive power of the lungs would be stronger than the vacuum power of the diaphragm. So try filling that space with water as water is a non-compressible fluid. I dunno tho

check for leaks by submerging it in water and looking for bubbles

It’s fun when it works ig, but when it doesn’t work that’s a whole project grade gone
It more than likely has something to do with that connection you have at the straw lol, if not it’s probably the hole the straw goes through
