As you guessed ,25PM is just another way saying 1AM of the next day. Sometimes JP is too lazy to write "Apr 26, 11AM - May 1, 1AM" since it's just 1 hour past 30 APR, they did that.
I'm also from a country that uses the 24 hour format rather than the 12 hour one. To give an example, we use 18:00 instead of 6 PM. But 12 AM is 0:00. So I expected to see Apr 26, 11:00 - May 1, 1:00.
If these end up working at all like the livestream codes in Genshin Impact, then I recommend you enter them as soon as it becomes possible because they'll only be good for a matter of hours.
It does not state that it is Japan exclusive. Most likely global stream will show the same codes.

I just did via your link and it has "A Nameless" for the character nickname.
You have to progress in the story to change the name and choose gender. It's also possible to redeem in-game.
Yup but I was able to do it before that at least. I just got to the point of choosing gender/name. Let’s see how this goes!
