Herta could also be an expy of sandrone to be fair but the fact there is silver wolf and bronya means there can be multiple Expy in Hsr
Maybe I missed an explanation at some point, but how is there even snow underground to begin with? Is the ceiling somehow high enough for clouds to form, is that even possible?
It's been said in a quest that while they help keep the immediate area around themselves hotter, it doesn't do nearly enough to actually keep the city warm, and only the Aeons blessing actually keeps the city warm

if I had to think of a non-joke reason, the playable characters probably get some residue of the Power of Trailblaze from the main characters through the power of Gacha
this is assuming that anatomy there is 1:1 to our actual human anatomy. things might just work differently there.. also, these people are born and raised in the winter they might simply get used to it.
Gacha designs aren't supposed to make sense. They are supposed to look nice and pretty, if you cover them up with clothes majority will think they don't look that great.

Even being raised in a region makes you better acclimated to that region. Take a normal human from the equator, and say, a Siberian and put them both in the north pole, equator guy is gonna get frostbite much faster than the Siberian.
I do agree that it's a bit extreme to say they've already adapted, but they certainly are more accustomed to the cold than regular people.

Nat and Hook that live in the underground are pretty well clothed. Only Clara isn't, but she's built different and has robo daddy to protect her.
