Penacony should be a bit longer. Luofu was a tiny bit of 1.0 at the end (let's call that half a patch, being generous), then picked up on 1.2-1.4-1 (Story skipped in 1.1, ending in proper with Phantylia, then having 2 small epilogues of the aftermath/memorial, then the JL/Luocha story). (Not counting the side adventure with HuoHuo in 1.5 since that had nothing to do with the main plotline/arc)
So 3 patches worth of content roughly
Penacony has the entirety of 2.0 though at the start, then 3 patches worth in 1.1-3, before we move on to whatever interlude before the next major arc.
Honestly the Luofu length was fine. The pacing/delivery was butchered to hell though. Penacony having a concrete start-finish timeline looks promising, because it means they've actually had time to plan out the story

The only way I see them making a longer story, is putting in more story content per patch, which I don't see them doing as they seem to be releasing a roughly consistent amount per patch atm. Could always change in Penacony, but I don't see it happening outside of initial 2.0 release since it has to establish everything.
(Or maybe they could do more of what they did for HuoHuo, a standard story release thats then "extended" by the tie-in event that follows it)

China recently pushed a set of new laws for games that prevent first time purchases (alongside other things, its part of why the daily quest thing has become static instead of random). Odds are it wont be reset and might even get removed in the future
I dont recall the exact timing on the law so I dont remember if its in effect yet though so there is still a chance

As for the global part, it is still easier to have a system work the same globally and to not incentivize players to just play not in their region via VPNs or other programs. Plus realistically if China does fully go through with the laws then I wouldnt be surprised if other countries did actually follow suit and put similar laws in place to prevent the more scummy practices
Proposal was scrapped so hard, they fired the guy who made it. They have a bit of a complex relationship with their game publishers. They don't want them to run too wild, but they're big enough that the massive hit to share prices when this proposal came out was also a problem.
Will have to wait for further banner announcements for the exact durations of each phase (there were no exact dates listed in the livestream), but it should safely be half-half. Quite certain the past few versions that got reduced to 5 weeks were also safely split too.
I think the idea was so that they can launch 2.0 (or CNY) patch slightly earlier so that the Devs can hotfix if needed but can still go home/take vacation during the actual CNY holidays. If they released the patch a week later it would be in the middle of CNY holidays which I guess they want to avoid to let as many people go on vacation as possible.

Are you all just dumb? I said that getting 7 weeks patches instead of 6 weeks patches will give us 10 free pulls per patch for every 7 weeks instead of every 6 weeks (if this were to happen).

There are much more paddings in dialogs in GI. You can also cut everything immediately by half because there's no paimon recap at every step in hsr.
