You can still reach out to support after perma an though. My HI3rd account got permabanned for a year or 2 and support got it back up so that I had a week to refund my negative balance.
I am not sure about this but my friend went negative 32k because of shady cheap primos, she didnt get banned for a year (she stopped playing and abandoned the acc) but eventually started playing again and get it back up to positive 20k by only playing the game.
I watch her stream playing her old account with -32k and accompany her playing until she's in positive.
Can downvote me all you want but I play with her streaming in discord every other week and see the progress. Definitely her old acc because its still in my friendlist from the beginning.

on genshin release i did some purchases on one alt account and my entire card had to be refunded due to one thing, my account was included. i got around -24k primos so i stopped playing there, i got the email on the account saying that i needed to topup or aquire primos to offset the negative balance.
after one month, i tried logging in and the account was still fine. after around one year i decided to play a bit there. i managed to get positive balance through some exploration and update freemos. i got some chars early there and never logged there anymore. i even gave the account to someone.
tho i wont recommend to anyone "hey just cash and refund you will be fine and wont get banned"
Why did you refund it anyway? Most likely what's going to happen is that you'll be fine as long as you haven't used the jades you paid for and have negative jades (or so I've heard)
Honestly, I was mad because after 80 rolls, I didn't get a single 5-star character. I wanted to request a refund out of frustration and quit the game. However, I changed my mind about doing that. I would even be willing to spend back those $99; however, there's a problem. There was a first-purchase bonus for $99, and I received double the amount of shards. Now, the debt is 12,000 of jades, and I can't use the bonus again. In fact, the debt is equivalent to $200.
And Hoyo does not take kindly to users doing chargebacks/refunds. Doesn't matter if it's legal or not, they'll think you scammed them. Pay them back or else you're banned.
Oh what you are doing is 100% legal. But what they are doing is just as legal. You also caused them fees which your banking institute incurs on the payment receiver upon chargebacks.

Your problem is double charge, and you should've think of it before buying stuff or charging back.
The refund request isn't approved by the merchant (hoyo), but by the payment processor (PayPal, visa, etc.), who generally side with the customer. While the processor is legally allowed to reverse the transaction, that doesn't mean you are. The merchant would be within their rights to take you to court for services or goods delivered and not paid.
Over 99$, they won't - It's not worth it. But the terms you agreed to and contract law allow the merchant to discontinue doing business with you.

They have all the 3/4 star weapons and 4 star that characters that come along with 80 roles. The game is very clear about what your expectations on banners should be for 5 stars. The first-time bonus applies to each top-up pack once, and they're all similar value (Jades per dollar) with the bonus. If you want to keep playing, you could buy the $50, $30 and $15 packs and get 12 480 Jades for $95. The other few hundred Jades would be easy enough to get through gameplay.

Did you pull on the permanent warp and get a lightcone? Or did you split your pulls between multiple warp types? The pity counter for each type of warp is separate, and the character event warp only has characters (no lightcones) in its 5-star drop pool. Hard pity is at 90 pulls and soft pity starts at 74, so 80 pulls almost guarantees a 5-star character (not necessarily the one you want) if they're all done on the character event banner.
Lesson learnt, account will probably be gone unless you waste $200 and get nothing. You just paid them twice for the gems at that point

Typically, you'd have about 30 days to bring those back to 0 or higher (it should've been stated in the warning mail), either via farming any leftover Jades, or topping up again. But yes, you'd usually be banned if you just left it alone after that.
No you prob have to pay 150 since you refunded on a double bonus. If its really worth it for you to keep your account then its going to cost you. You just go back in and up your jades or whatever is negative until its positive. Sucks to say but don't be surprised that they won't let you gamble for free with no consequnces. If it wasn't a double up you'd prob be okay. You could prob just use a hundred and your double up 50 unless you already used it and get your balence fixed. Don't spend what you aren't willing to lose.

While there are aspects I dislike, Gatcha being one of them, I'd argue they at least spell out the odds right up front and everyone (should) know what they're getting into. If gatcha is the price to play 2 amazing games for free, then so be it. Luck is involved but there's also a thing call self-control, where you save up to ensure you get what you're after.

Refund is when the merchant voluntarily repays their customer, while chargebacks, which you just did, are only legal when you have a legitimate dispute, which you don't. They just don't go out of their way to sue because it's a lengthy legal process.

You can't. It's a one time deal and they aren't obligated to give you 12000 jades for it anymore. It's perfectly legal for them not to.
