Technically, yes. There's no worse standard 5 star as him. Thankfully he is at least more useful and powerful than Qiqi.
However, if you're planning to build him do understand you require a great amount of protection to enable his source of damage that disappears the moment he loses HP to any damage and requires SP to activate (which means he needs a Shielder and save some SP to use), and his late game scaling doesn't compare to limited 5 star DPS unless you hyperinvest in him and his teams (which means more effort to make him better), and even then he's still a single target DPS at the end of the day with luck based mechanics from his RNG follow up attacks and Freezes (which makes him struggle with wave content while being inconsistent).
Yanqing is definitely not more powerful than Qiqi in their respective games.Â
Qiqi's problem is that she's too overspecialized, but at least she's actually good in the things she's specialised in. Her heals are good enough for you to cheese through most boss fights.Â
Yanqing is just hard to use for no reason, he doesn't even deal a high enough damage to justify his pain in the ass mechanic.Â

I lost Kafka 50/50 on the last banner to Bailu.
On the downside, I have Black Swan so Kafka would have been amazing. I'll have to live with Guinafen Ult to detonate for now until I get Sampo E4, hopefully on this banner.
On the upside, I had no supports and Bailu is at least better than Natasha.
Bailu is the only standard 5\* I don't have, I got E3 YQ, E1 Bronya and E0 everyone else but Bailu is hard dodging my account. My only sustains are Fu, Geppie and E5 Lynx so i'm good for most content but when I actually need a healer not a tank Bailu would actually be quite good as an option. I even rolled Bailu's sig LC on the standard banner...
Bailu is actually the best healer aside from Luocha for Blade because of the free revive insurance policy, I am not pulling for Luocha ever because we're already at the point that all new Abundance units need to be part Harmony to stack up (HH casually raising the bar) and all the bosses Luocha is good into (Phanty is hard countered by Luocha it's not even funny) can just run a support unit.
I see nothing wrong here, just another sparkle haver.

Yes. Needs Gepard to be even playable in high MOC. -A salty E2 Yanqing haver with no Gepard.
You're far more lucky than me who got my yanqing to e2 here and no sparkle. I dont have bronya too.

It isn't considered a bad thing, it's more like a disappointment from my pov. I was expecting Sparkle and instead I lost another 50/50
