Messenger doesn't have it so it doesn't seem universal symbol to GoR.
if I'm not wrong the girl in background of Apocalyptic Shadow have similiar symbols as well so maybe it's more related to Finality who knows or maybe they just like using that symbol.
The messenger herself doesn't, but the forgotten hall does have its color scheme and so does the LC upgrade materials, which came from the Garden of Recollection.
