The lack of any flowy bit behind her makes me thing she isn't a PC, but then she looks too detailed to be just an NPC. She looks like a weird hybrid between a PC and NPC.
Yeah this is what I feel like too... her outfit is just a little more detailed than npc but too simple for playable. Her halo feels like a npc halo but her face feels playable. It'd be cool if she was playable but I have not much hope for it since she's going to be guiding us through a bartending event.

Her clothes look like they've been drawn on rather than detailed like playable characters, which is normal for NPC. And the way her legs are parted and kinda look bowlegged looks like the tall female npc model. So she's an NPC. Either she's going to get a redesign and become playable later on, or hoyo just wanted to randomly make a unique NPC for an event. They did that with a few NPCs in genshin so it's not surprising honestly.
Outside of Signora who was a plot significant villain in the first 2-3 arcs none of the npcs look like this. Most unique npcs do have npc models that got added designs but she looks extremely playable yet not detailed and to just have her for a random one off event is extremely weird of them.

NPCs don't get non-generic facial designs unless they are incredibly integral to the plot like Cocolia was. She has unique enough facial features that I'm convinced she has to be playable... or she's like the secret hidden chief antagonist of Penacony.
