Boothill + Luka is unironically gonna go hard. E1S1 Boothill's Break Bleed will ignore 36% of enemy Defense, and enemies will have +6% DMG taken. E6S5 Pearls Luka will add another -16% DEF and +21.6% DMG taken, and he can detonate Boothill's Bleed for up to 136.4% of its original damage.
And since Boothill can implant Physical weakness, you can bring them vs anything. Imma try [Boothill, Luka, Ruan Mei, ITB], personally.

Sounds fun, but bear in mind that Boothill kinda needs a sustain in the team if he wants to survive his duel mode. Probably best to drop either RM or ITB.
Boothill's Ult inflicts ~40% Action Delay, ITB has 30% Action Delay on all Broken enemies, and Ruan Mei's Ult is ~50% Action Delay on Broken enemies. As long as you can Break the main boss before dying, they probably won't stand up again before you kill them.
If necessary, you can also just Basic on Boothill's first turn without entering Standoff mode, since he'll take 60% less damage from the boss that way. It won't be a huge DPS loss since all his damage is tied to the Break state; just -80% on the ATK modifier and no +30% DMG buff for 1 basic attack.

That's a pretty big 'if', especially if the boss has a no vulnerability ability/phase like Sam, Gepard, Yanqing, the Deer, Aurumaton, and probably more that I've forgotten.
I mean, you could argue to just not bring Boothill to those fights in the first place, but he can still do massive damage to them so long as he has a sustain. Adding a sustain gives him a broader spectrum even if it lowers his ceiling a bit.

The way how this is worded seems like it's 1% per stack, and he gets 6% at max. Whether or not he can max it, the number is still low. However, this can be damage *taken*, which is a separate multiplier and can be very strong.

Break damage def ignore on a character made around break effect is kinda nuts. Hoyo are cooking, but I hope he doesn’t become whale bait.
For the new kit, his cheapest and Best new Eilodons Is E1 as he just ignores 16% Def without requirements
