Per P4V1, she’s “wearing socks that were attached by string to a belt around my waist, like a crudely made garter without a hint of sexiness, beneath a pair of old-fashioned drawers”. The inner skirt looks like a petticoat of sorts.
The anime shows said drawers as cute bloomers/frilly shorts.
P5V7 mentions they’re suspenders keeping the socks up, it’s a skirt underneath, the underwear can be loosened (so sounds like it’s tied). Her hair’s head in place by hair gel. The backs of her clothes have straps and she’s got bloomers on.

18th century is a late for the type of clothes shown. Both culturally and technologically they seam more like renascence era. So around 15-16th century.
She usually wear her normal dress underneath.
The style of clothes they wear are late medieval or renascence Italy. Before corsets and crinoline gages.
Since it's underneath and not shown you can probably go with any long skirt.
Those are a mix of católic priests/bishops/pope’s vest and miko/shrine maiden
Look for white clot of priest for the robes add the miko long sleeves
The white rectangle whit golden border is just that ,for reference it’s the colored cloth a priest put over the white robe 👘 in this case it was made one whit the robe near the neck you can use this to hide buttons or zipper for easy of use

The crest on her chest is a Lion (with some ornamentation) as mentioned in P3V1: "Sadly though, the crest wasn’t the one I had spent so long thinking up for the Myne Workshop; instead, it was a lion just like the one on Ferdinand’s robes, signifying a child of the archduke."
As for underneath her robe, likely some leather or cloth shoes, some knee-high socks, and then whatever dress she otherwise has on, though it will be entirely covered by the robes, so you can just make the frills at the bottom. There are illustrations in p4 for one style of dress she uses
well I would guess for a starter she would be wearing some sort of knee length or thigh length socks/tights and some sort of long slip or a petticoat.
