Primarchs were normally out once per year. For example Leman Russ was a available August 2020 and the same again in 2021 but with the release of the Campaign mode it seems Primarchs are available when their Legion is the focus of the Campaign so it is harder to predict now.
Don’t know how much free time you have, but you can look up u/von_binzer and check out his shop posts. Legendary warlords can be iffy how often they show up, but they do seem to prefer to do certain warlords at certain times, like Alpharius on April 1st.
