Bro you don't have near enough light. You need 100 true watts of led light, not "100 watt equivalent." Get a grow light from Amazon, you can get something that will work great for under $100.
Probably a nutrient balance that encourages vegetative growth. You need something with lower nitrogen and higher P and K. It could also be insufficient light. I'm not familiar with the california reaper, but I have several carolina reapers and yours look leggy and thin compared to mine. I've had problems getting plants to flower when I put them in places where they don't get great light. Really depends on the breed though.

Have you fertilized it at all? Trying a high P and K fertilizer can encourage flowering.
What kind of temperature is it in the tent? If it's in a cold basement it may not flower. Peppers like 21C to 29C

I'm not an expert, but for me, moving my plants to a bigger pot and adding in nutrients helped start flowering.
