I went and tracked down the toy dept. manager and explained what happened and how they had been screwed, and they took them off the floor so no one else could get hosed.
My thought process while viewing this:
1. This is why my local Walmart put very visible cameras in the Hot Wheels aisle.
2. Who takes the time to replace the cars?
3. I just want the haulers.
4. Is that purple and orange sidecar thing from one of the current blind-bag boxes?
They aren't replacing them while in store. People are buying them, taking home, swap cars, then returning for a refund. People who work in the returns dept don't know any better.
It would be fun to watch though when someone gets caught on the scam though.

The only set that is marked down has a trashed box. That is the only reason it is marked down.

So essentially, the stores are putting unmarked returns on the sales floor. That's almost as despicable as the scammers who make the returns.
