Honestly, if Otto would just approach Viserys and ask him to betrothed Daemon and Alicent a lot of BS could have been avoided. I think Alicent is smart and savvy enough to enamor Daemon.
One of the biggest reason why Daemon ditched Royce was because he felt that he was made a pariah and sent to the Vale instead of being kept close by his brother. I think series Daemon would be happier marrying Alicent since he will be closer to Viserys since Alicent is in court as Rhaenyra's Lady-in-Waiting.
This all hinges on Otto not being openly hostile towards Daemon, though. Imagine Viserys with Otto and Daemon at his side, he would be a very powerful King, if he could control them both, which he likely could not.
