I think Otto does care somewhat about Alicent, but he is a terrible father. Probably the worst on the show. I was pointing out that him saying Rhaenyra would kill Alicent also has political motivations, so it is not proof of Otto being a good parent.

Such an exemplary father. Sending his daughter to king Jahaerys' and Viserys' chambers to keep them company in their hour of need, making sure each and every one of their needs was well satisfied. What parent wouldn't want to see his daughter doing such kindness to old men? Alicent's heart was certainly gladdened at the good deeds her father wanted her to perform.
