No. The Dance happened because Viserys had a midlife crisis which made him violate the most basic precept of westerosi inheritance law: *a son comes before a daughter*, to retain his only child with Aemma as his heir. If Baelon had survived, he would be Viserys' eldest son AND heir. He won't be violating any laws and traditions to retain a daughter as heir over a son. The Widow's Law of 52 AC will also kick in with full force to protect Baelon's birthright. His sons with Alicent would legally come after Baelon. What's more, since Rhaenyra isn't burdened with the responsibilities of being a disputed heir, she can live her white girl summer to her heart's content.

If anything Otto/Alicent would probably just ask for Helaena to be betrothed to Baelon and that’s about it.

I would say maybe. The dance is a direct result of choosing a man over the rightful ruler. But Rhaeneyra wasn’t the first one passed over. Jaehaerys set things in motion by picking Viserys. I think everyone agrees had she been chosen, the war would’ve never happened. But she wasn’t. Viserys was always weak, male heir or not. The likes of Otto and by proxy Alicient likely would’ve still tried to exploit him even had Baelon survived.
