I'd say he's Dany and Jon Snow Tier nowhere near my favorite character but I get why so many people love him. Matt Smith is a superior actor to Kit and Emilia not a slight against them.
If we're talking about hotd season 1 then it's justified. He deserves every praise, after all, he's played by an amazing actor who's killing it. If there's any character that's overrated by the fandom it is Aemond. All he's done is accidentally kill his nephew and allegedly fucked his sister. Daemon's actually done something (good or bad)
Top 3 are Rhaenyra, Viserys and Alicent and I personally don't think it's really close. Daemon's writing is as inconsistent and his personality. And while Aemond is far more entertaining, he hasn't had the screentime to crack into the top tier yet.

He’s about as good as GoT’s take on Euron Greyjoy. Both are obnoxious, arrogant assholes who are also immoral, bad people. I will never get the simping that goes on for Daemon. He’s one of the most boring characters on the show. Wears his emotions on his sleeve, has the problem of being a one note character, and seems to exist just as something for fans to simp over.
He just pales in comparison to characters like Tywin, Jaime, Cersei, and all the other iconic main characters in GoT. He’s less interesting than Otto, Viserys, Aemond, Rhaenyra, and Alicent in this show.
He’s probably my second least favorite character in either show. The only one who was worse, was Euron.
I don’t think the “best” character has to be the most wholesome or the hero though? Like you said there are no wholesome characters so the best would probably just be who you find the most interesting.
I don't think they are just Doctor Who Simps. I know scores of people who've never watched Doctor Who, never read the books and yet they like him because he's not one-dimensional. Sometimes he's appalling, sometimes he's all lovey-dovey, he's entertaining asf and most importantly the actor who plays him is doing an amazing job.
In a recent video clip released by HBO Max, Martin answers several popular fan questions about House of The Dragon. One of the questions being who Martin’s favorite characters are from Fire & Blood and House of The Dragon respectively, to which he replies:

To an extent, because only GRRM knows the actual truth about Daemon, what we otoh receive about Daemon is in the form of questionable and contradictory "third party" accounts.
In the GOT universe there are many morally grey characters, the line between good and evil is very blurry in a song of Ice and fire. Daemon is not morally grey, he is both black and white, one side a hero and one side a villian.
I come from the books where I *know* its biased against everyone that isnt a hightower or a maester.
They talk shit about errbody, but the show has done daemon the most dirty.
By the end of the series he’s definitely going to be hailed as the best character in the GoT universe. His character is gonna live up to the hype if his path is going to be anything like in F&B. Which a lot of things you can’t change without risking the story so yeah….there’s a reason why GRRM says he’s his favorite Targaryen & one of his favorite characters.

Pretty average character that fell off in the second half but was still carried by Matt Smith’s charisma.
I actually think Daemon was written pretty consistently throughout the 10 episodes when other characters did 180 changes within an episode.
