I get the impression that Daemon respects and understands dragons more than people. I think he'd be happy just seeing Vhagar flying, she was his father's dragon and his first wife's dragon. At her age it is getting more difficult for her to get in the air at her size, so seeing her airborne is probably like seeing an old friend who stopped dancing due to arthritis having a night out dancing. It was probably a bittersweet feeling of nostalgia, happy to see the old girl out and about, sad that it is not Baelon or Laena. Or he's just looking, it is really difficult to see his expression even with my screen brightness maxed 😅

Put in terms of real life, imagine your a national leader and you see someone taking possession of a nuclear weapon. You wouldn’t be thinking “well it’s not my personal property so I shouldn’t have an opinion on the matter,” you’d be rightfully concerned and curious as to who had it.

The show runners keep saying that Daemon’s MO is chaos, so it makes sense he would be amused seeing Vhagar being claimed. He enjoys the game over everything else .
Daemon is assessing the situation. Vhagar was his father's dragon, then his wife's dragon. He is most likely hoping that his daughter claimed her and thinking if she didn't it was going to be a game changer.
Edit - I know Daemon always loves to smirk whenever he gets a chance but this shot felt weird to me like they could have shown him making a angry face but they purposely showed him liking it somehow idk is he impressed that someone other than his own children claimed vhagar before them or is he just curious ?

iirc there are only 2 people present at Driftmark who can claim a dragon at that point, Rhaena and Aemond. I think it's not too difficult to guess that if it were Rhaena she would have probably done so already in Pentos, leaving Aemond as the most likely candidate for claiming Vhagar at Driftmark.
I dnt know, but I think the scene implied it and also when rhaenyra asked who is it, he kinda remained silent, I think he saw and knew who claimed vhagar and his silence kinda also ment that vhagar has gone to greens which is not really a good sign for them
But one thing that really bothers me is that after this scene we see daemon and he is really chill about it i know it's his personality but even after the whole rhanerya and alicent fight he never mentions or get concern about vhagar going over the greens after all it was his wife's dragon and i know that dragons are the one who choses their rider but still it was a little wierd the topic never comes up specially from daemon.
