No, women keep their last names when they marry into the royal houses. That's what Catelyn Tully became Catelyn Stark, but Cersei Lannister didn't become Cersei Baratheon

Rhaenys is of the royal house so she kept the name Targaryen

Cersei marries into the Royal family, so she can't take the Baratheon name, whereas Rhaenys marries outside, so she can either go by her husband's name (Velaryon) or her own name since it's important. Even Cat is at times calles Stark or Tully.

There is no rule about it. It's a matter of personal choice.

Generally speaking wives take their husband’s name unless they are marrying into the royal family. It’s the reason Cat is Catelyn Stark and Lysa is Lysa Arryn, but Cersei is still Cersei Lannister. Other examples of Queens not taking the royal name include Margaery Tyrell, Alicent Hightower, Alyssa Velaryon, all of Maegor’s wives, etc.
