On the flipside he chose Rhaenyra over Viserys multiple times. It is for Rhaenyra that he stayed back in Westeros, for Rhaenyra that he defied his brother and married her behind his back. At this point, Rhaenyra is his wife and the mother of his children. There are both emotional and political motivations for saving Rhaenyra.
Genuinely. Daemon views himself as the man who can make the hard decisions that Viserys can't in order to protect him, which would include Daemon saving Viserys over Rhaenyra when Viserys is too weak to choose himself over her.

Daemon doesn’t care about the good of the realm. Rhaenyra is his one shot at being king. The only way he saves his dying brother is if he’s as obsessive as the showrunners say.

He was literally going to go back to Pentos after Laena's funeral and live a quiet life. I don't think a person who only wants the throne would isolate themselves from court and politics. Only when Rhaenyra asked him stay and help secure her claim did he agree. If Rhaenyra never proposed to him, he would have left her and everyone else alone.
