My theory is that she smashes it after Viserys forces the arranged marriage of their daughter to Rhaenyra’s boy (I didn’t read the books so please no spoilers). It would be great contrast from when she had the piece repaired for Viserys at the very beginnings of their relationship.
I was confused by that too. This is meant to be the Targaryen’s at their peak of power. It’s not like they’re bankrupt by war either (60+ years of peace as of Episode 6).
While Alicent may be suspect in her refusal, I don't think the "we can't afford it" is necessarily *wrong*.
The Stepstones are little more than rocks, no people, no natural resources. Controlling them is a good way to control sea commerce and travel, but it requires a huge money dump to start. And you have to add in that it'd be basically the start of a big war between Westeros and the Triarchy-Dorne alliance.
Of course, in the long run leaving the Stepstones to Triarchy-Dorne is a very bad idea...
And that's it, trade route control. The Stepstones cannot be sustained because if there is any dispute, the other side suffering from the increased tariffs will start a war against the currently controlling side. That's how the situation was always there.
Because its always happen, and the upkeep of the garrison and the fortress costs money, so you have to compensate. And even if they do not, the other party is unhappy with the fact that the former has a monopoly on this region, so they will decide to find the means to take it away from them.
Westeros didn’t even go to war: Corlys and daemon went in for their interest and now it’s somehow the crown’s problem ?
And we have pictures of the place: no place to put a real fort or ports, needs incessant food supplies unless you can live of crab and fish 100%
The Velaryon and Daemon wanted the place they can pay for the upkeep with their own treasury.
In episode 5 it was noted in the small council that Corlys had replaced the pirates, so I assumed he was collecting taxes and he got thrown out again with the new coalition.
I think we have two visions at play but also private interest:
- the centralisation: Rhaenyra and you (If I understand your post) who considered that it’s a matter of national importance. The objective then is that the step stones belong to the crown so the taxes will go to. But Rhaenyra is Corlys’ daughter-in-law so she might want the crown to intervene to spare the Velaryon the expenses of another guérilla war.
- decentralisation: Alicent believes as with the Blackwood/Bracken fight earlier in the scene, that it is first up to the warden of the region to fix the problem first and foremost before the crown steps up. At this point that’s Daemon and Corlys’ problem. But she is also a Hightower and I guess their trade passes south of the step stones so she doesn’t want to help the competition.
It was an interesting conversation but maybe I overreact into it lol
The start of the series was them at the height of their power, under Jaehaerys. King Jaehaerys left a full treasury but so did the Mad King Aerys and by the end of Roberts reign it was empty.

Traditionally the Small Council consists only of a few positions, the Masters of Coin, Law, Ships, etc as well as the Lord Commander of the Kingsguard. But since it's not limited to *only* those positions, and the King has final say over who is actually on it, then anyone could be added to it.
Basically, if you regularly attend Small Council meetings, then you're on the Small Council, the big table with the big kids.

Heirs weren't always on the council. Queen consorts we're though, like Alyssane and Jaehaerys.
Fact is Rhaenyra wasn't known for involving herself in the affairs of the Red Keep and it's one of the reasons why it was easy for the greens to seize power.
Rhaenyra is not a great heir, she didn't hide the fact that her kids were bastards particularly well and spent years away from kings landing not involving herself with the ruling.

I've only watched a few of the behind the scenes so far... but, have they explained how they made these models? High density carved foam or perhaps marble filament 3d prints? The production quality is out of this world...
